They did the right thing in exiling him instead of executing him, in my opinion. What the Admiral did was genocide. It made the atomic bombings of Japan look like a firefight and there's no justifying that. In terms of justice, he deserved the rope (or at least a firing squad). Of course, I get why he did it. He was looking out for his men and for his people. That didn't justify his actions, but it would be bad form to throw the book at him.
